RURA (Rwanda Utilities Regulatory Authority) has been enforcing SMS sender ID registration since 2019 and actively monitors gray route termination — an unusual level of regulatory diligence for a market this size. Kigali's positioning as East Africa's conference and institutional hub (African Union summits, Mastercard Foundation, Norrsken House) has drawn international companies to establish regional headquarters here rather than Nairobi, creating a talent market with multi-country carrier relationship experience. For OTP infrastructure expanding across East Africa, Rwanda's regulatory maturity and geographic centrality make Kigali a natural operational base.
