The country's e-Residency program has attracted 100,000+ digital residents from 170 countries, many of them running EU companies that need PSD2-compliant authentication for international customers. Tallinn's startup ecosystem — Transferwise (now Wise), Pipedrive, Bolt — has established engineering compensation norms that sit below Western European levels while expectations around code quality and autonomy are equivalent to a Series B Bay Area hire. For OTP infrastructure, Estonia is a test bed for what digital-native regulation looks like when a government has actually used the product.
